Tax Increment Districts
The City has had success with using Tax Increment Financing (TIF) to support economic development. This economic development tool has been used to develop the Sun Prairie Business Park, including the sixth addition which was created with TIF 12 in 2016. In addition, the City had great success with using TIF to revitalize Downtown Sun Prairie with TIF 8 and now working towards redeveloping Central Main Street with TIF 11. TIF Guidelines have been adopted and are continuously reviewed to help direct and evaluate requests for finance assistance through existing active TIF districts. The City’s open TIF districts (TID) are summarized.
Tax Increment Districts in Sun Prairie
TID 8 - Downtown
Expenditure period ended in December 2023.
A redevelopment district that was created to revitalize the former industrial area within historic downtown into a mixed-use destination. TID 8 was created in 2001 and construction began for the first phase of development in 2003 – Cannery Square. From there, redevelopment has steadily continued over the past fifteen years. As of 2018, approximately $17.6 million in TIF assistance was used for demolition, environmental remediation, infrastructure installation, beautification, and direct economic incentive payments – creating approximately $57 million in new value within the TID boundary. TID 8 closed in 2026.

TID 9 - Westside Commercial
Expenditure period ended March 2022.
A mixed-use district created in 2007 to facilitate the assembly of land and installation of infrastructure for the creation of a healthcare campus on the City's south-west side near the USH 151/Reiner Road interchange. Approximately 17 acres, is owned by SSM Health Care for a state-of-the-art stand-alone emergency and future campus expansion. The City owns three lots adjacent to the campus land. In addition, the TIF boundary was adjusted in 2013 to jump across USH 151 and encompass a portion of the growing retail on the City's westside. This boundary amendment helped incentivize Marcus Palace Theatres, Cabela's and the Hilton Garden Inn Hotel to locate in Sun Prairie. TID 9 closed in 2026.

TID 11 - Central Main Street Corridor
A redevelopment district created in 2014, to facilitate infill and redevelopment along the Central Main Street Corridor. The entire district encompasses 121 parcels covering approximately 70 acres. The District has made public investments in the following projects: Jennings & Woldt redevelopment at 537 and 603 W Main Streets, The Catalyst Apartments, The Landing at 818, McHenry Apartments, and Eleven41. These projects along resulted in an additional 300+ rental units along this Main Corridor.

TID 12 - Sun Prairie Business Park, sixth addition
Created in 2016, TID 12 is an industrial TIF serving as the sixth addition to the Sun Prairie Business Park, north of the US Highway 151 interchange at Bristol Street. The City purchased 65-aces in 2017 and amended the boundary to include this land along with a portion of the existing park, totally 100-acres in the TID. Projected closure is in 2036.

TID 13 - Park 151 Business Park
An industrial TID created in late 2017 consists of 94.5 acres located on the southwest side of the City, south of TID 9 along US Highway 151 and Reiner Road. The area is private industrial park, Park 151, a 100,000 square-foot spec building was completed in 2018 while Sanimatic broke ground on a 130,000 square-foot facility in late 2018. TID 13 is projected to close in 2031.

TID 14 - Downtown, Sun Prairie Stronger
TID 14 is a 'In Need of Rehabilitation or Conservation District' comprising approximately 11.96 acres located in downtown Sun Prairie. The territory within the District is also located within the study area of the Sun Prairie Stronger Master Plan adopted in 2020. Creation of the District will serve to implement the objectives of the plan within the TID area.

TID 15 - West Main Street
TID 15 is a Mixed-Use district comprising approximately 87 acres oriented generally along West Main Street from N Wildwood Street running east to N Walker Way. The District will focus on public and community improvements in the area along with access to services. Project Plan was approved the Sun Prairie City Council on December 7. TID 15 will have a 1/1/2022 base value start.

TID 16 - East Main Development
The mixed-use district was created in 2023, with the partnership of Habitat for Humanity of Dane County, for the facilitation of affordable housing consisting of 61-age restricted units and 14 3-bedroom townhomes. There is one remaining green field lot available for commercial development at the corner of Town Hall Road and E Main Street.
